This is a US WWII Military Spotting Scope Tripod Designated as M15 for use with the M49 Telescope. This is in olive drab with acorn nuts instead of the later machine nuts.

No markings other than the casting numbers as shown. Has a bolt on the bottom of the post that was not original, also one of the acorn nuts was replaced with a 4 sided nut.
